Learning Outcomes

Infrastructures such as telecommunications, energy, transport and water networks are provided and regulated in different organizational forms around the world. There is a general trend to regulate the prices of infrastructure providers and – wherever possible – to create competition between infrastructures and to regulate the access to infrastructures. This course provides policy options in the regulatory and competition policy vis-à-vis infrastructure providers. The course aims at applying microeconomic analysis, completed by sector-specific experiences and case studies.

Content

1. Natural monopoly and monopolistic bottleneck theories in vertical structures 2. Institutional trends for regulation and network competition in Germany, Europe, and the U.S. 3. Price- and cost-based regulation, theory and policy 4. Network access regulation, theory and policy 5. Regulation under asymmetric information
